International students applying for admission to Pacific University undergraduate programs must meet minimum English proficiency requirements. Students who have been studying in the USA, Canada, Australia, New Zealand, South Africa, United Kingdom, and Ireland for a minimum of the past two years while attending school, are not required to submit an English proficiency test score. Those who are not yet proficient may also explore our English learning program or transition program through our English Language Institute.

Transition Program
International students who do not meet the English language proficiency requirements for our degree-seeking programs may also consider our transition program.
The transition program is for students who are near English proficiency. Students receive a personalized curriculum to fit their individual needs. They take a combination of English language learning classes and undergraduate program classes as they develop their English proficiency. Once the English language proficiency level is fulfilled, students will become full-time undergraduate students. Any awarded merit scholarships apply once the student is enrolled full time.
Students who are below the minimum transition program proficiency level may instead enroll in one of the English Language Institute's ESL programs.
Transition program class opportunities include:
- A seven-week ESL program to help students develop their core English skills
- ESL transition classes designed for advanced ESL students. Students write college essays, listen to lecture, speak about academic topics, read academic texts and conduct research. These lasses are taught by English Language Institute faculty in an ESL classroom.
- Undergraduate transition classes selected by English Language Institute faculty. These are regular undergraduate courses taught by Pacific University undergraduate faculty. An ELI instructor attends lectures with students and meets with them outside class to guide them through assignments, projects, readings, discussions, and exam preparation.
- Regular undergraduate classes chosen by the student. These are undergraduate courses that students select as part of their course of study and attend by themselves. Students are responsible for attending class, completing assignments, and taking exams independently. ELI faculty advice students and facilitate communication with professors as needed.
The ELI Transition Program is divided into three levels depending on a student’s English proficiency:
