HEERF I (CARES): Student Emergency Financial Aid Grants
45 Day Report | October 9, 2020
On March 27, 2020, the federal government enacted the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act includes a Higher Education Emergency Relief Fund (HEERF). A portion of HEERF funds must go directly to eligible students in the form of emergency financial aid grants for expenses related to the disruption of campus operations due to the COVID-19 crisis. In accordance with federal requirements, recipients must be eligible to file a FAFSA and eligible to receive federal Title IV student financial aid. CARES Act funds cannot be awarded to non-Title IV eligible students, international students, DACA students, or students enrolled in an online program prior to March 13, 2020.
The following information is provided as required by the U.S. Department of Education to comply with reporting requirements under the CARES Act. Reports will be provided every 45 days.
- Pacific University has signed and returned the Certification and Agreement to the U.S. Department of Education and intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- Pacific University's authorized award amount for Emergency Financial Aid Grants to students is $1,161,736.
- As of October 9, 2020, the university has disbursed $1,161,736 of the available funds from our federal account. The total number of students who have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act stands at 2,840.
- Approximately 2,997 students at Pacific are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to Students under Section 188004(a)(1) of the CARES Act. Pacific University has chosen, however, to award grants to students with financial need, as determined by the 2019-20 FAFSA.
- As of October 9, 2020, 2,840 students have received an Emergency Financial Aid Grant. Pacific will update this site as disbursements are made to students.
- Pacific University provided $400 Emergency Financial Aid Grants to Pacific students who:
- were enrolled in a face-to-face program as of March 13, 2020,
- filed a FAFSA for the 2019-20 academic year,
- demonstrated financial need (as determined by the FAFSA) on March 13, 2020, and
- met all eligibility criteria for federal Title IV financial aid programs.
- Pacific University provided $653.40 Emergency Financial Aid Grants to students who met the above criteria AND whose Summer 2020 graduation was delayed due solely to the cancellation of a portion of their summer clinical rotations.

- Pacific University's authorized award amount for Emergency Financial Aid Grants to students is $1,161,736.
- As of May 26, 2020, the university has not drawn any of the available funds from our federal account. The total number of students who have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act stands at zero; however, disbursements will begin Friday, May 29, 2020, and continue through June 2020.
- Approximately 2,997 students at Pacific are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to Students under Section 188004(a)(1) of the CARES Act. Pacific University has chosen, however, to award grants to students with financial need, as determined by the 2019-20 FAFSA.
- As of May 26, 2020, no students have received an Emergency Financial Aid Grant. Pacific will update this site as disbursements are made to students.
- Pacific University will provide $400 Emergency Financial Aid Grants to Pacific students who:
- were enrolled in a face-to-face program as of March 13, 2020,
- filed a FAFSA for the 2019-20 academic year,
- demonstrated financial need (as determined by the FAFSA) on March 13, 2020, and
- met all eligibility criteria for federal Title IV financial aid programs.

HEERF II (CRRSAA): Student Emergency Financial Aid Grants
The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. The CRRSAA requires that an institution receiving funding under section 314(a)(1) provide the same amount in financial aid grants to students from the new CRRSAA funds that it was required or which it would have been required to provide under its original CARES Act HEERF I Student Aid Portion award. The CRRSAA HEERF II Financial Aid Grants must be distributed to eligible students for the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. The CRRSAA specifies that institutions must “prioritize grants to students with exceptional need, such as students who receive Pell grants.” The CRRSAA also provided funds to help institutions of higher education offset increased costs due to the pandemic.
HEERF III (ARP): Student Emergency Financial Aid Grants
The Higher Education Emergency Relief Fund (HEERF III) is funded by the federal government and provides enrolled students with financial aid grants, which can be used for any component of the student's Cost of Attendance or emergency costs that arise due to coronavirus, such as tuition, food, housing, health care, or child care. Students must demonstrate exceptional need.
